The Role

PDM is hiring a hands-on Senior Human Resources Manager who will lead HR operations for the Houston site and lead special HR projects alongside the Vice President, Human Resources. Focused on building the processes a scaling organization needs, this is a rare chance to help build an HR function from the ground floor.

Key Responsibilities

Houston Site HR Leadership

  • Serve as the on-site HR leader for the Houston plant and first point of contact for employees and managers
  • Partner with the Plant General Manager and site leaders on workforce planning, staffing, and day-to-day people matters
  • Ensure site compliance with federal, Texas, and PDM policy requirements, including postings, I-9s, and personnel records

Payroll and Benefits Administration

  • Process and audit payroll accurately and on time in partnership with ADP TotalSource
  • Administer employee benefits, including leaves, life events, and terminations, and serve as the go-to resource for benefits questions
  • Lead annual open enrollment end to end: communications, employee support, and system accuracy
  • Support the annual benefits renewal and manage HR vendor contracts, renewals, and service levels

HRIS Operations (ADP)

  • Own data integrity and transaction processing in ADP, including new hires, changes, and separations
  • Build and maintain HR reporting and recommend process and system improvements as PDM scales

Talent Acquisition Coordination

  • Serve as the primary liaison with PDM’s external recruiting and staffing partners
  • Schedule and coordinate interviews across hiring teams and locations
  • Collect and consolidate interviewer feedback to keep hiring decisions moving
  • Take point on the applicant tracking system: requisitions, candidate pipelines, and recruiting data

Performance Management and Employee Relations

  • Coach employees and managers on performance, development, and employee relations matters
  • Coordinate the annual performance review cycle, including timelines, manager readiness, and completion
  • Investigate and help resolve employee relations concerns, escalating as appropriate

Onboarding and Offboarding

  • Deliver a consistent, welcoming onboarding experience from offer acceptance through the first 90 days for new hires at the Houston plant
  • Coordinate offboarding, including exit documentation and system updates

HR Programs and Process Excellence

  • Help design, document, and roll out HR policies, SOPs, and programs
  • Support HR initiatives across PDM’s U.S. locations, with occasional coordination for China operations

The Candidate

The ideal candidate is an experienced, execution-focused HR professional who thrives in a fast-moving, build-it-as-you-go environment.

Required

  • Bachelor’s degree in Human Resources Management, Business Administration, or a related field
  • 7+ years of progressive HR experience, including generalist and HR operations responsibilities
  • Hands-on experience processing payroll and administering benefits, including open enrollment
  • Working proficiency in ADP (Workforce Now or TotalSource) and an applicant tracking system
  • Experience coordinating recruiting across multiple hiring managers and external agencies
  • Experience supporting performance review cycles
  • Sound knowledge of federal and Texas employment law and HR compliance
  • Exceptional organization, discretion, and follow-through; able to manage many priorities with accuracy
  • Polished communicator who builds trust with plant employees and senior leaders alike

Preferred

  • HR experience in manufacturing, industrial, or energy environments, ideally supporting hourly and salaried workforces
  • Experience standing up HR for a new site or in a high-growth or startup company
  • Experience working within a PEO model
  • SHRM-CP/SCP or PHR/SPHR certification
  • Bilingual English/Spanish
